Care Leaver Local Offer

Calderdale Borough Council has published a Local Offer for Care Leavers in accordance with Section 2 of the Children and Social Work Act 2017

At Calderdale Borough Council care leavers co-produce the local offer.

Details:
Young people were involved over several months in the review of our local offer in the form of a working group. The local offer review would not have been possible without their input.
The service also consulted with young people via questionnaires, young peoples forums and direct feedback to their Pathway (Personal) Advisors.

Council Tax

Calderdale Borough Council has exempted care leavers from Council Tax

Council tax is exempted up to the age of: up to 25 years of age (if resident in Calderdale)

Calderdale Borough Council does not include care leavers from other areas in their council tax exemption policy

To apply care leavers need to:
Calderdale Council exempt care leavers from Council Tax. This will be back-dated to 1t of April 2025.

To be eligible for this discount the care leaver:
would have been in the care of Calderdale Metropolitan Borough Council (being “child looked after”) for at least 13 weeks since the age of 14 and in care on their 16th birthday;
is resident in Calderdale;
under the age of 25 years;
and liable for council tax in the Calderdale borough

CMBC Children and Young Peoples Directorate will identify care leavers and share information to CMBC Council Tax Directorate.

Care leavers will also be able to make an enquiry via the Council Tax department to see if they are eligible for the exemption and/ or the Pathways Service by contacting Duty Telephone on 07774123270 or by emailing [email protected].

A verification check will take place to confirm that a care leaver is eligible to access a council tax exemption.

The council tax department will process the award and inform the care leaver of the outcome in writing.

Housing

Care leavers receive priority for social housing

Priority is offered up to the age of: 21

Banding priority is: Band 1 (formerly Gold Banding)

Additional information / how to qualify:
· PA makes Referral to Calderdale Young Person’s Housing Team
· YP Housing Team/PA will complete a housing application to our Be-With-US Housing Portal. This covers all main local social housing providers in Calderdale and flag that identifies as a care leaver which gives automatic priority banding
· Young person or PA or YP Housing Team worker can support to bid for properties

Care leavers get to practice independent living with taster flats

Additional information:
Calderdale Pathways Service has the LaunchPad Housing project - this is a stepping stone to support young people to feel ready to move into their own independent tenancy. This is effectively a starter flat with support attached to it which young people can access based on their level of need.

Calderdale Borough Council has a children in care and care leavers council

Details of council:
The Council have the Right to Voice Group – Children in Care Council and a +18 group UnO (Upwards and Onwards), as well as other informal opportunities through Monday Drop-In group to consult with and listen to the views of our young people.

We are starting our recruitment drive for new young people and looking to expand our membership of the group with a range of different options for young people over the coming year.

Care Leavers can, via their PA, apply for free membership at a range of local authority run health centres. Swimming and classes will depend on the offer of the particular centre. Funding for additional health/fitness options will be purchased if requested through the advice and support budget.
