Care Leaver Local Offer

Derby City Council has published a Local Offer for Care Leavers in accordance with Section 2 of the Children and Social Work Act 2017

At Derby City Council care leavers co-produce the local offer.

Details:
Care leavers were invited to attend a face-to-face sessions whereby their views and observations were listened to and incorporated in terms of the offer. Including the changing of language to ensure that it was more accessible, shortening the length of the document and we are also working with stakeholders toad voice clips to prevent the need for care experienced young people have to read through the Local Offer given some of the learning needs some of our young people experience.

Council Tax

Derby City Council has exempted care leavers from Council Tax

Council tax is exempted up to the age of: 25

Derby City Council includes care leavers from other areas in their council tax exemption policy

To apply care leavers need to:
DCC Care leavers council tax exemption is supported via the allocated PA’s who inform the relevant department when a Care Leaver becomes eligible.
For DCC care leavers living outside of Derby we will make payments for council tax costs either directly to the LA concerned or the Care leaver.
For those living in DCC but are the responsibility of another authority, then the responsible authority are required to send proof of Care Leaver status to DCC and they will be made exempt.

Housing

Care leavers receive priority for social housing

Priority is offered up to the age of: 25

Banding priority is: ‘Corporate needs’

Additional information / how to qualify:
Once a Care Leaver has passed their independent living assessment, they are able to start bidding for their own tenancy. As a Care Leaver they will automatically be eligible for priority banding and where appropriate can be offered a discretionary offer of a property.

Care leavers get to practice independent living with taster flats

This is a developing area of our support to care leavers and addressed on an individual basis.

Care leavers are provided with a setting up allowance

Allowance amount: ££3000. As of 1st April 2023 for those turning 18

Employment and Apprenticeships

Derby City Council offers work experience within the council for care leavers

Number of places per year: There is no limit and these are dealt with on an individual basis

There are no ringfenced apprenticeship vacancies for care leavers at Derby City Council

There are no care leavers working as apprenticeships within Derby City Council

Additional information about work and training:
Our apprenticeship offer was significantly impacted by the pandemic, so we are in the process of re-establishing an offer to care leavers. Historically he had at least 6 on apprenticeships within the council and are currently undertaking work to secure future apprenticeships, not just with the council itself but also with partner organisations thus expanding the corporate parenting responsibilities.

We have an EET development board which meets regularly to explore opportunities for care leavers, addressing the individual aspirations for care leavers.
We have a very close relationship with the DWP and help to promote their opportunities and explore new projects to encourage care leavers into EET.
We have also put on events exclusively for Care leavers whereby servcies and employers attend to offer opportunities and advice.

Details of council:
On average 6 to 8 young people attend the Care leavers forum and the forum is run by and for care leavers, facilitated by an existing care leaver.
On average 6 young people also attend the children in care council which is facilitated by our participation officer
We also have a Children in care council that is attended by a care leavers and this group also attend the Corporate parenting committee to give views on reports provided to senior managers and cabinet members including the lead member for Children and young people.
