Care Leaver Local Offer

Gloucestershire County Council has published a Local Offer for Care Leavers in accordance with Section 2 of the Children and Social Work Act 2017

At Gloucestershire County Council care leavers co-produce the local offer.

A group of care leavers helped produce the first offer we published, this has been reviewed and updated yearly with support of care experienced young people and overseen by GCC Corporate Paren�ng Group and our Children in Care Council.

Council Tax

Gloucestershire County Council has exempted care leavers from Council Tax

Council tax is exempted up to the age of: 22

Gloucestershire County Council does not include care leavers from other areas in their council tax exemption policy

To apply care leavers need to:
PA’s complete brief exemp�on request to confirm to the District Council care leaver status and eligibility for the exemp�on.

Housing

Care leavers receive priority for social housing

Priority is offered up to the age of: 21

Banding priority is: Gold Banding

Additional information / how to qualify:
The PA provides a leter to confirm they are ready and have completed independent living skills programme.

Care leavers do not get to practice independent living with taster flats

Gloucestershire County Council in principle will assist as a guarantor for care leavers in private rented property

We are now rolling out a formal process for assisting young people with a corporate guarantor.

Number of places per year: We offer what is needed to meet need, we are a large authority and have a particular offer called work it out which offer incentivised work experience.

There are ringfenced apprenticeship vacancies for care leavers at Gloucestershire County Council

Though generally offer is to ensure care leavers get an interview some appropriate apprenticeships / jobs are ringfenced to see if can be filled by care leavers first. apprenticeship vacancies are ringfenced a year

Details:
The care leavers team really want you to feel that you have someone to turn to when you need help. If you would like they can also put you in touch with a peer mentor who is also a care leaver.
If it is needed your worker can put you in touch with an independent visitor, mentor, advocate or similar.

Gloucestershire run a Peer Mentoring Service and we also offer mentoring
service run by a voluntary sector partner (The Door) called Door to the Future.

Access to care files

Young people do not have to go through the complaints dept to access their care files

Young people who access their care files get emotional support before, during and after disclosure
