Council Tax

Hertfordshire County Council has not exempted care leavers from Council Tax

Housing

Care leavers receive priority for social housing

Priority is offered up to the age of: 21 years but also up to 25 years if exceptional reasons and district councils are informed in advance of 21.

Banding priority is: Band B

Additional information / how to qualify:
LCPA supports move on plans using the pathway plan and joint housing protocol.

Care leavers get to practice independent living with taster flats

Additional information:
There is the option of some 12-week practice flats in Hertfordshire 3 months prior to 18 for those CLA showing ability to live independently. They complete several independent living skills modules which evidences to district council’s readiness for social housing and they are then allowed to bid for their own properties.

Hertfordshire County Council will not in principle assist as a guarantor for care leavers in private rented property

Health and Wellbeing

Care leavers do not get free access to leisure facilities as part of the Local Offer

Special Occasions

Hertfordshire County Council does not pay towards Christmas and other religious celebrations for care leavers

Details:
Our participation team organize Christmas boxes for care leavers each year. Last year Hertfordshire held an event of Christmas day for care leavers and provided 56 care leavers food hampers and Hertfordshire asked for donations of vouchers and supplied around 500 care leavers with a voucher for Christmas.

Details:
We have Ohana champions for our care leaver parents and will be launching a practical partners volunteer scheme for care leavers this year.

Access to care files

Young people do not have to go through the complaints dept to access their care files

Young people who access their care files get emotional support before, during and after disclosure

Details:
Emotional support offered via leaving care personal advisers and REES foundation support offered if required. We also have a set of workers trained in
therapeutic life story work.
