At Portsmouth City Council care leavers co-produce the local offer.

The Children in Care Council Co-Produced the care leavers offer with Portsmouth city council this included a number of activities ranging from discussion within their meetings, attending appropriate boards to get sign up and attending joint meeting with the Director of Children service to visit all the Directors in Portsmouth City Council to develop the offer.

Council tax is exempted up to the age of: 25

To apply care leavers need to:
Portsmouth City Council will apply a discount for care leavers where Portsmouth City Council is a corporate parent.
Where the care leaver is the sole liable party, council tax is reduced to nil until they are aged 25. Where the care leaver is jointly liable with someone who is not a care leaver, the council tax payable is reduced by 50%.
Housing
Care leavers do not receive priority for social housing

The Local Authority have a programme in conjunction with external partners and housing which allows for young people who need this experience to practice independent living.

Details:
Rent deposits for accommodation are considered on the basis of evidenced need, and alongside affordability criteria, taking into account the rent of the property in question and the care leaver's likely ability to sustain this accommodation and not get into arrears.
Rent deposits on properties outside the local authority area may be considered on a case by case basis.
For care leavers in receipt of housing benefit there is also the option of applying for help to pay a rent deposit/rent in advance from the Housing Benefit Discretionary Housing Payments (DHP) fund.
